Govt softens its stand on mass transfer of teachers, constitutes committee

ITANAGAR, Oct 17: The state government has softened its stand on the mass teachers transfer issue, as it has constituted two committees headed by the Director Elementary Education and Director School Education respectively to study the individual representation of the teachers. The committees will study and consider the individual cases on the health and other genuine grounds such as teachers nearing retirement and who have already served at hard belt etc.

This was informed by government Spokesperson Bamang Felix while addressing a press conference at CM’s office conference hall today.

The government had to step back from its stand after the barrage of criticisms from all quarters especially from the teachers themselves.

Felix who is also Parliamentary Secretary Education informed that taking into consideration the few genuine problems affecting teachers in the recent mass transfers, the state has taken the decision to constitute two committees to comprehensively study the individual representations received from teachers from elementary as well as secondary education.

However, he maintained that the transfer affected within the district shall be kept in abeyance till further orders. Felix asserted that the Govt. has adopted a zero tolerance policy in the health and education sectors and efforts are on to ensure that quality education is provided to each and every child of Arunachal Pradesh.  

“The Govt is fully committed to maintain the rationalization process until an equitable distribution of teachers is made across the state," asserted Felix adding that the Govt will ensure that every school in the state has adequate teachers.

 

Safety of citizen on Govt priority: Felix

ITANAGAR, Oct 17: Spokesperson stated that the prime duty of the state govt is to secure and safeguard the life and property of its citizen.  

 "Securing life and property of citizens is the prime duty of any government," said Bamang Felix, adding that adopting the policy of zero tolerance, the Govt has been able to minimize Bandh culture to a great extent in the state. He was addressing a press conference today

He said that overall law and order situation of the state is under control as various crimes have been effectively cracked down.  "24x7 PCR vans are being sanctioned for all district headquarters and night patrolling have been intensified particularly in the Capital Complex," he informed and appealed all sections of the society to give helping hand to the police to control crime and maintain law and order as government alone cannot do so until it is supported by its citizens.

 

 

Capital to get cement concrete roads

ITANAGAR, Oct 17: Govt is planning to construct Cement Concrete Roads with estimated budget amounting to Rs 31.5 crore in the Capital Complex, said Govt spokesperson Bamang Felix in a statement today.

Rs 22.5 crore has already been sanctioned as first phase and while Rs 9 crore will be sanctioned later.  

"Since cement concrete roads for the state capital is a new project, we had undertaken training programme for the Engineers for ensuring cent percent success of the project. The training programme concluded just yesterday and the works on the CC road shall commence after Diwali," he added.    

Meanwhile, Rs 16 crore has already been earmarked for re-carpeting of the capital roads and works have already started, according to Govt sources.

Meanwhile, the two days training on cement concrete pavement (CCP) for roads was held on October 15 and 16.

Inaugurating the training organized by the Chief Engineers (Coordination, Training and Vigilance) and (Survey, Investigation, Design and Planning) for PWD engineers at Administrative Training Institute (ATI) at Naharlagun on October 15, the PWD Commissioner Gonesh Koyu called upon all to work with dedication and maintain highest level of quality assurance, innovate better construction techniques. He announced that Government will not be found wanting in grant of State awards to good performing engineers.

The two-day training saw a huge response from all PWD divisions and circles attended by an overwhelming number of 126 engineers. Resource persons, Shirish S. Pandit and Sangram Pandit, Principal Consultant of Unison Project Management Private Limited, Pune, dwelt on a wide range of topics on the construction of cement concrete roads—design concepts, the practical aspects of construction process, use of state-of-the-art construction plants, quality assurance with reference to Specifications issued by Ministry of Road Transport and Highways on Road and Bridge works.

They shared their technical expertise they gained while working on the Mumbai-Pune expressway, one of the best expressways in India, and his work experiences in many of his overseas assignments on concrete road construction works. “Concrete roads have huge advantages over the conventional roads with bituminous surface with designed period of 30 years, very good riding quality, more economical in the long run, huge savings in precious fuel for vehicles, very low costs of maintenance to name a few. Concrete roads are undoubtedly far superior to flexible pavements and best suited to the high rainfall areas of Arunachal Pradesh. To leverage these advantages, the State Government has embarked upon an ambitious programme of construction of concrete pavement roads, initially in Capital and later in district headquarters in phased manners. Towards this goal many projects have already been accorded sanctions by Government for the Capital Cities of Itanagar and Naharlagun and some district headquarters,” informed Chief Engineer, Coord, Training & Vigilance PWD in a release.

The training was attended, among others, by Chief Engineers, Co-ordination, Training & Vigilance Bora Ete, Chief Engineer SID&P Atop Lego, Chief Engineer Western Zone Katung Wahge, Chief Engineer Central Zone A Kuru Sera.

 

 

Bereaved parents thank Police for nabbing killers

ZIRO, Oct 17: The aggrieved family members of Late Hage Hassang, who had been murdered recently, led by his father Hage Richo and mother Hage Yabyang today met all the police personnel, who took pain in arresting the accused and expressed their thankfulness to them.

They met investigation officers SI T. Messar and I. Lollen, officer in-charge of Ziro Police Station T. Mingki and Superintendent of Police Tumme Amo and thanked them for their prompt action to arrest Tasso Taruk and Lamra Tater accused of killing Hassang and sexually assaulting his friend.

“Though I have lost my beloved son but you should not lose your son or daughter for no reason. We should together fight against such criminals and never give the criminals a place in the civilized society,” he said and appealed to the general public of Ziro Valley, especially the landlord and owners of rent houses to cooperate with the police and district administration by submitting duly filled in tenant verification form giving details of the persons residing in their rent houses at the earliest.

Later, they met the DC and appealed not to release the accused on bail at any circumstances and to file charge-sheet against them at the earliest under appropriate section of the law.

The emotional father also expressed his thankfulness to Apatani Youth Association, Apatani Students Union, Apatani Cultural & Literary Society, Arunachal Pradesh Women Welfare Society Ziro Branch, Mother’s Society Ziro, NGOs, media houses and civil societies, for extending continuous and wholehearted support all the time.

 

 

Inter-ministerial team assesses flood damages in Lohit, East Siang

ITANAGAR, Oct 17: To assess the yearly monsoon damages, a high level eight member Inter-Ministerial Central Team headed by Shambhu Singh, Joint Secretary (NE), Ministry of Home Affairs visited Tezu to assess the flood damages today. The team was accompanied by Y W Ringu, Director Disaster Management.

Surrounded by rivers like Dura-Nallah, Sukha-Nallah, Tezu-Nallah, Tezu is situated on a very susceptible location. None of the rivers flowing in Lohit has a definite natural course and change its course annually. Therefore, special emphasis was given on the flood protection work of Tezu Township by Deputy Commissioner Dr. B.M. Mishra who detailed on the damages with facts and figures to the Central Team at his conference hall here today.

While assuring all possible help and assistance Shambhu Singh said that the Team will recommend flood protection work to the Centre at the earliest.

The Deputy Commissioner along with department representatives of RWD, PHE, WRD etc also informed the Team that a proposal for flood management was also presented to the Chief Secretary and Director, State Disaster Management  Authority.

The team also visited the damaged Airfield Boundary wall and cultivation land near Sukha-Nallah and the Tezunallah Bridge Point for field visit. The DC briefed Singh on the unprecedented danger and overflow of Tezu Nallah during monsoon. Its permanent restoration is necessary for the safety of Tezu Township, the DC added.

Finally, the District Executive Committee submitted a memorandum to the Central Team on flood and other damages of 2014.

Lohit district especially its’ administrative headquarter Tezu is one of the most flood prone areas in Arunachal Pradesh. Every year monsoon floods hit hard Tezu destroying public as well as private properties running into in crores of rupees. The people of Lohit district often are left with no road connectivity and electricity because of the flood and other damages.

PASIGHAT: Inter Ministerial team led by Shambhu Singh, Jt Secretary (NE) MHA visited Pasighat today. The team had an interactive meeting with East Siang DC Nidhi Srivastava along with the officers of line departments. Through power point presentation, the team was apprised of the extent of damages in the district of the last flood. Nidhi Srivastava briefed about the challenges in the ground level during and after the flood in the district. Arunachal to host NE Games

ITANAGAR, Oct 17: Arunachal Pradesh will host the North East Games this year in Itanagar from December 10 to 13.

Meanwhile, a team of Arunachal Karate Do Association (AKA), led by its president Likha Tara yesterday met the director of sports and youth affairs at Chimpu near here and demanded him to pursue with the authorities concerned for inclusion of Karate in the ensuing NE Games.

Regional Director of Sports Authority of India, Guwahati, Subhash Bosumatary, who was also present on the occasion, has assured the AKA team to pursue with the Union Ministry of Youth and Sports Affairs to include Karate discipline in the ensuing NE Games, informed AKA general secretary L Marik. Meanwhile, Marik informed that AKA President Likha Tara was elected as the President of North East Karate Federation in Guwahati on October 15.

Tara, who has been working tirelessly for the development of Karate in Arunachal since last 30 years, was elected as vice president of Karate Association of India (KAI) in New Delhi in July this year.

Further, AKA general secretary L Marik has also been appointed as one of the three vice presidents of North East Karate Federation on October 15. C. Dosugonga was elected as general secretary.

 

 

Fund crisis delaying restoration of Rina Hydel

PASIGHAT, Oct 17: Rina Hydel Project (MHP) at Rina village in East Siang with a capacity to generate 2 MW power has been lying defunct for the last four months causing a great deal of dissatisfaction to the power consumers of the district.

Power generation in Rina MHP is on halt after it was completely shut down on July 3 this year due to damage of the storage battery set and subsequent damage caused to the Spillway channel. The Spillway channel which drains out intake water from Forebay Tank (reservoir) was damaged on August 14 this year due to excessive flow of rainwater.

The engineers concerned said that RCC structure of the Spillway channel needs renovation. They express the fear that more damage may occur to the Spillway channel and other portions if the project is operated without repairing the damaged parts. The engineers also feel the necessity of permanent protection measures to save the existing Forebay tank from erosion.

Hydropower Department sources informed that an estimate amounting to Rs39.50 lakhs for repairing of the Spillway channel has been submitted to the state government, which is not yet released. The officials also pointed towards shortage of manpower in the department for smooth maintenance of the hydel project.  “We are trying our level best to renovate the damaged portions and re-generate power from Rina MHP. We are hiring labours and machineries from other division to carry out renovation work. Depending upon availability of fund, the renovation works, including restructure of spillway tank and replacement of damaged battery set will take two to three months”, said Tanung Jamoh, Assistant Engineer (Civil) of Pasighat Hydropower department.

According to another AE (E&M) D Habung, electro-mechanical components have become old and phase-wise replacement of the machines is needed. He also pointed out that lack of suitable telecommunication system at the project site is causing problem in generating power from the hydel project to its fullest capacity. Habung stated that there was the necessity of a Power Sub-station at Koyu for monitoring of power generation and its and proper distribution.

Located at 70 km west of Pasighat, Rina MHP energizes greater Koyu-Korang area and parts of Bilat and Ruksin circles of Pasighat-West area. But, sudden halt in power supply through Rina MHP caused inconvenience to the power consumers in the district as Pasighat power division is unable to mitigate the power demand due to inadequate power allocation through its Along-Pasighat power grid line.

It may be recalled that state’s Parliamentary Secretary for Hydropower Development, Purpa Tsering on July 21 this year visited the defunct hydel project and took stock of the situation. He had assured adequate fund for restoration, but no fruitful step has been initiated by the government’s end so far.

 

 

Cm’s Flagship Schemes Can Bring Smiles Of Happiness

We have become so used to senseless and at times ridiculous criticism that nobody likes to listen to the other side of the story of positivity and the effort to usher in unprecedented development from different quarters. Some people harbouring negative thoughts are always and ever ready to despise and belittle the honest effort of the Chief Minister Nabam Tuki and his government, often ask me as to why I always project the performance of the present government in a better light. My ready answer to these people is, “I am the eyes, ears and the mouth of the government. My primary duty is to disseminate important and useful information regarding the policies and programmes of the government.” I also tell them straight without mincing my words that I am a positive and optimistic person doing my little bit to contribute in whatever small way I can towards the healthy growth of our young state Arunachal Pradesh. I never hesitate to convey to the elected leaders if there were lacunae in the planning process instead of criticizing endlessly. I tell them that ‘the biggest room in this world is the room for improvement’ and ‘the easiest job in this world is to criticize.’ When Napoleon Bonaparte, the greatest Emperor in the history of France, became the Emperor eventually from an ordinary soldier he said, “When I came I saw the crown of France lying on the ground. I picked it up with the tip of my sword.”  When Nabam Tuki took the reins of power as the chief minister of our state, there was a total chaos and morass of confusion. In another word Tuki took over the charge of the chief ministership at a very critical and difficult time. We have to accept this fact whether we like it or not. Now, he is trying very hard to undo the wrongs done before that may take sometimes. We must also appreciate the fact that most of his government’s problems are inherited ones. Why Northeast is infamous in the eyes of the mainland Indians because media projects only the negative aspects of the region. So, it is imperative that we should project the positive side of our state which is slated to become a tourist hot spot in the near future.

The perpetual critics of the chief minister must appreciate the chief minister’s flagship schemes.  If implemented honestly and effectively with a single-minded determination then these beneficial schemes can potentially do away with the nagging unemployment problem among the youth and bring smiles to many faces. The skill development scheme that the chief minister had initiated has thankfully started showing results. His wish and aim is to provide skill development training and job opportunities to at least on lakh youth of the state. The chief minister’s health insurance scheme launched recently has rekindled the hopes, especially among the poorer and the marginalized sections of the people. Their joy knows no bounds hearing about this most eagerly awaited and innovative scheme. Interestingly, the chief minister has planned this wonderful scheme without digging into the state exchequer. He has managed it by enhancing the tax levied on liquor which is apparently the root cause of most of the illnesses in Arunachal Pradesh where drinking is considered to be a part of the tribal culture. When the noble and the novel schemes are implemented many precious lives will be saved. The chief minister’s flagship scheme which I would like to call it ‘a scheme with a human touch’; distribution of free rice and salt to the fellow Arunachalees living in the border areas amidst hostile climatic conditions and difficult environs has truly endeared Nabam Tuki to the people. Apart from these innovative schemes the chief minister is also according top priority to sports and a number of chief minister’s trophies are organized from time to time which can provide a fillip to the aspiring sportspersons of the state. The games and sports are held at constituency, district and state levels to tap the hidden latent talents of the youth, especially in the rural areas. The chief minister and his cabinet colleague’s bold and necessary decision to overhaul the Education department by initiating mass transfer of teachers is a welcome step and the civil society has lauded it, calling it a watershed. The teachers who are called the nation builders for nothing must comply with the order and be ready to serve at any place in the supreme interest of the state. No individual problem or comfort can be greater than the thousands of students and parents who are deprived of quality education for want of teachers. With the slight risk of immodesty, I may add that I served at Seppa in East Kameng district for seven long years during the late 80s when at that time the place was popularly known as a place for three Ps; probation, promotion and punishment. I missed APCS examination in 1989 when the Bana Bridge was washed away and could not attend my uncle’s last funeral rites. But I always feel that our service for the state comes first before self.

Recently when the chief minister attended the conference of the IPR officers as the chief guest as he is also the IPR minister at Itanagar, I was amazed to hear his talks on entire gamut of subjects. He seems to know every little problem of all the departments. I was pleasantly surprised and of course, proud when he said in front of all the WHO’S WHO of the department, “Bosai sahib writes very good articles which are good for the youth. I regularly read them.” I was happy because I have been able to reach out to the chief executive of the state and also because I write educative articles from which he may incorporate the finer points in his scheme of things.  He expressed grave concern and anguish over the unchecked mushroom growth of organizations in the state some of which were clan-base. He said, ‘This malaise does not augur well for the state.” He also said that some people have the uncanny knack of criticizing the government sans any basis. He said he was open to constructive criticism but not criticism for the heck of it. Tuki sarcastically remarked that some people who always talk about corruptions were themselves mired in corruptions.  Let us not always magnify and amplify the wrongs and shortcomings of the government if any but try to cooperate with the policy makers to take our state forward. We always tend to think that ‘the pasture is greener on the other side of the river.’ Let us have the belief and think that ‘the grass is greener on our side.’ Let us not grizzle about everything the government is doing. We must also have the heart and mind to appreciate some one’s initiatives. Let us remember that no government on earth will want the people to suffer. Let us broaden the horizon of our thoughts. Let us come out of our small cocoon and look at the big world outside which is full of avenues, opportunities and possibilities.  They say ‘it is dangerous to be right when the government is wrong.’ However, here, neither the government is wrong nor I claim I am right. One arrested for thefts in Tawang, stolen goods recovered.

TAWANG, Oct 17: The hoteliers, shop keepers and the general public of Tawang breathed a sigh of relief as the Tawang police nabbed the absconding thief responsible for the spate of thefts and burglary in the district.

Sonam Tsering, 21, of Nehru market under Tawang police station was wanted under Tawang police station case no 17/2014 under section 457/380 IPC for theft and burglary.

The thief was apprehended by a team of Tawang police led by SI Lham Dondu, at around 7:00 pm from zero point Tinali at Lemberdung on October 13.

The cops recovered 2 gold rings, 9 mobile phones, 1 digital camera, 1 binocular, large numbers of SIM cards, a screw driver, a wire cutter and Rs 22,800 cash from the thief.

Kesang Norbu, OC, SB Cum CI (P) informed the Tawang Vigilance team that the detained was responsible for the series of thefts at Tawang tourist lodge, Hotel Samdrupling, Hotel Tawang Lodge and Hotel Mount View. He was also involved in various bike lifting cases and has confessed to his crimes, added the officer.  To avert similar cases in future we are keeping sharp vigil and  started intensive round the clock patrolling with siren and have set up a police beat post at old Bazaar, he further added.

 

 

Literature can never be confined to geographical boundaries”: Moyong

PASIGHAT, Oct 17: “Literature can never be confined to geographical boundaries”, said Pasighat MLA Kaling Moyong today while inaugurating the UGC sponsored “National Seminar on Hindi Literature”, hosted at JN College auditorium to pay homage to the great playwright Padmabhushan Bhisham Sahni on his 100th birth anniversary.

MLA Moyong said Hindi leads to better understanding of Indian way of life and serves as a binding force in cementing the bond of brotherhood. Arunachal Pradesh is integral part of India and its people proudly follow Hindi as the national language showing highest dignity and patriotism, he asserted.

While recalling the contribution made by the noted Hindi fiction writer, playwright and translator Vishma Sahni, the MLA said the Tele-serial ‘Tamas’ written by him gained nationwide acclaim.

Earlier, noted critic and stalwart Prof. Kumar Pankaj of Banaras Hindu University in his keynote address delivered lecture on the relevance of Sahni’s magnum opus in the contemporary nation. He said Sahni’s stories reveal a fine sense of craft and overwhelming literary genius who was widely admired after publication of more than a hundred short stories.

Earlier, the ceremonial lamp was lit and a Hindi book “Alochona Ke Haq Mein” authored by Dr. Rambilash Sharma was released by the MLA on the occasion. DIPRO

 

 

Proposals for Block Level Sports Complex

ZIRO, Oct 17: A meeting was convened in the office chamber of the Deputy Commissioner, Ziro, Lower Subansiri District yesterday to discuss the proposals for the Block Level Sports Complex under Rajiv Gandhi Khel Abhiyan (RGKA).

Chairing the meeting DC Krishna Mohan Uppu opined that the creation of sports infrastructure will produce an avenue for channelizing the positive energy of the youths of the district. He expressed hope that the selected proposal will finally cater to the targets set by the government.

District Planning Officer Dr. Joram Anu dealt in detail about the government’s RGKA initiatives and informed that the Government of India (GoI) has approved the construction of three Block Level Sports Complexes, in addition to providing training to sport coaches and procurement of sport equipments in Lower Subansiri district. He also urged upon all members to select the best possible sites from the available proposals after following all guidelines mentioned in the Gazette notification issued by GoI. Members were also informed that the area to be identified for Sports complex must be school based in order to ensure proper maintenance and utilization of the sports facilities and in case of hilly states which includes Arunachal Pradesh, the sports facilities could be constructed at two different places subject to the availability of land as decided by the District Level Executive Committee (DLEC). Duplicity of the schemes under RGKA should be avoided, he added.

Later, the District Level Executive Committee decided that the funding for creation of Block Level Sports Complex in Lower Subansiri district has to be met from NLCPR-Central only. It was decided that convergence with MGNREGA is not possible as there is no adequate manpower to generate the requisite man-days for each block as the cost of construction is to the tune of 80 lakhs each for outdoor and indoor stadiums. Workshop on orchid taxonomy and artificial propagation

ITANAGAR, Oct 17: A workshop on orchid taxonomy and artificial propagation was organized for the faculty members, research scholars and students pursuing advance post-graduate diploma course in biodiversity of Centre with Potential for Excellence in Biodiversity, Rajiv Gandhi University was organized by Orchid Research Centre (ORC) at Tippi on Saturday.

Dr. Ona Apang, Scientist (Orchidologist), spoke at length on various methods to identify orchids and educated the participants about the basic characteristics of various orchids, like epiphytic, terrestrial/ground, lithophytic and saprophytic. Further, Dr. Apang explained in details about vegetative, seeds and tissue culture to conserve and propagate rare, threatened and endemic species.  

Another resource person Dr. Yani Nyodu, RFO, explained about the methods to grow orchid by compost, potting, housing, watering and manuring of epiphytic terrestrial and lithophytic orchid cultivation on earthen or plastic pots. She also dealt with the commercialization of artificially propagated orchids by involving local tribal people which is a kind of technology transfer to the people.

A demonstration on tissue culture propagation and potting of orchids, both epiphytic and terrestrial was also conducted.

The participants were also taken to Eaglenest Wildlife Santuary and Sessa Orchid Sanctuary on field visit.

 

 

CoSAAP, ATA hold meet on teachers’ transfer and posting

ITANAGAR, Oct 17: The Central Executive Committees (CECs) of Arunachal Teachers’ Association (ATA) and Confederation of Service Association of Arunachal Pradesh (CoSAAP) held a meeting at Naharlagun to discuss about the mass transfer and posting of teachers after the government has made positive response to the demands of aggrieved teachers.

Both ATA and CoSAAP appreciated the State Governments’ initiative and appealed to the education department and the boards constituted to review grievances of the transferred teachers to expedite the process of examination in the larger interest of the teaching community. It also appealed the Govt. to consider the payment of TTA of those teachers who are complying with the order as per entitlement.

At the same time the members expressed their resentments that the unilateral decision of ATA East Siang unit to go for pen down strike from October 14 to 16 without any prior constant and discussion with the Central Executive members.

However, the meeting welcomed the decision of the ATA unit East Siang district taken on October 16 to call off their ongoing pen down strike w.e.f October 17 for two weeks.

ATA and CoSAAP appealed to the East Siang ATA unit not to resort to further democratic movement till the findings of the board is brought to the notice of all concerned.

“Such type of cooperation would not only facilitate the board to expedite their process of examination and but also benefit the student community,” the meeting observed.

Capital admin seizes gambling equipments

ITANAGAR, Oct 17: Capital Complex administration seized a huge number of gambling equipments from various locations in Itanagar and Naharlagun today under the Arunachal Pradesh Gambling (Prohibition) Act, 2012.

Further, a joint meeting of Magistrates and Police was held in the office chamber of the Deputy Commissioner of Capital Complex to review the law and order situation as a routine exercise. In the meeting, it was also decided to implement the Arunachal Pradesh Gambling (Prohibition) Act, 2012 in letter and spirit and take necessary action against anyone found indulging in gambling activity, according to an official release.

 

Gang of Mithun thieves busted

DAPORIJO, Oct 17: Daporijo Police claimed to have busted a gang of Mithun thieves when they arrested two members of the gang from Daily Market here.

Daporijo Police swung into action after they received a complaint from a person about a Mithun theft and arrested two members of the gang. Other members of the gang allegedly involved in stealing Mithun from nearby villages, like Patom, Jeram and Gusar have also been identified, said SI Token Dubi, adding that all the members of the gang will be nabbed very soon.

A case under section 379 of IPC has been registered against the culprits for stealing and butchering and selling Mithun in the daily market illegally.

Mithun theft is not a new case in the area as many such cases were reported earlier too. It is also one of the major causes of declining Mithun population in Upper Subansiri which needs immediate attention of the government.

 

AMUEU seeks functioning of police station at Sakiang

ITANAGAR, Oct 17: The All Mengio Unemployment Engineers Union has sought functioning of the police station at Sakiang.

In its memorandum submitted to the Home Minister, it claimed that the police station at Mengio is still to function though it has been established.

Sakiang the EAC Headquarter and Silsango, the Circle Headquarter has been lacking behind in terms of law and order problems. During the past, it has been found that many dispute cases had been reported in Sakiang town during opening of tender and other departmental works. Beside this, the dubious elements of the society are also found in Mengio from where they operate, it said.

 

Seminar

ITANAGAR, Oct 17: The Department of History, Government College Doimukh organized a seminar on the topic “Cultural History of Arunachal Pradesh” today.

Co-ordinator of the seminar Dr. Tage Habung, Assistant Professor, stressed the need of understanding cultural history of Arunachal Pradesh from anthropological, sociological and historical perspectives.

The first technical session was chaired by PG. Tago, Associate Professor and HoD, Political Science. The students presented papers on the topic “Traditional village council system of Arunachal Pradesh with special reference to Apatanis, Adis and Nyishis and another paper on “Faith and Belief System of Nyishi tribe of Arunachal Pradesh.”

The second technical session was chaired by Jombi Bagra, Assistant Professor and HoD, English in which the students presented papers on “Marriage System of the Nyishi tribe of Arunachal Pradesh,” “Family System of the Adi Tribe of Arunachal Pradesh, and “The Role of Women in Nyishi society”.

 

Awareness programme

ITANAGAR, Oct 17: As a part of the month-long campaign on Swach Bharat Mission, the State Water & Sanitation organization, PHE & WS department conducted awareness class on health, hygiene and sanitation at Vivekananda Kendriya Vidyalaya, Nirjulli.  

More than 250 students took part in this programme with their principal and teachers.

The special highlight of the programme was on the eight steps of hand washing. Other issues such as personal and environment hygiene were also discussed in a very interactive way.

The resource persons were Yowa Anya, State Consultant, Sanitation & Joram Mepung, District Consultant, IEC & HRD PHE & WS Deptt.

The programme was attended by Chera Gumshang, State Coordinator, Sanitation, Tad Logi AE (Sanitation).

To encourage the habit of hygiene, students were given antiseptic soap by the officials of PHE & WS department Itanagar.

 

Rang Frah Govt College week celebration

Changlang, Oct 17: The 19th Annual College Week celebration of Rang Frah Government College (RFGC), Changlang began today.

Addressing the function, MLA Tesam Pongte urged the students to study hard to attain the desired goal. Citing the examples of successful alumni of the college, he said that if one determines they can achieve their ambition under any circumstance. He urged the teaching faculty to give more effort to ensure better results from the college.

Responding to the memorandum submitted by the Principal and General Secretary of the College, Pongte gave his assurance to construct toilets in boys’ hostel which was a long felt need of the hostel. Regarding poor mobile network service and dilapidated approach road he gave his words to take up the matter with the authorities of concerned department.

Earlier, Pongte inaugurated the newly constructed Girls’ hostel in the college premises.

Deputy Commissioner, Changlang, Chanchal Yadav, urged the students to aim high and work hard to achieve the target. Terming that college years are the most productive period of life she advised them to make themselves ready to shoulder responsibilities in future. She asked them to develop reading habit to increase their overall personality development. Speaking on the poor infrastructure of the college, she was positive that within one or two years the Govt will be able to provide them a better infrastructure. However, she said that there is a very little co-ordination between infrastructure and education. She said infrastructure cannot reduce the capability of an individual and asked them to improve their quality of education to achieve more.

Earlier, Principal, RFGC Dr K Megu in his address said that the college has the highest number of students enrolled in the current session. He said that bad road communication and V-sat of the college which is lying defunct for the last six months are the major hindrances in running the college at par with other colleges.

Later, Pongte and Yadav visited the permanent site of the college to take stock of the under construction college buildings and directed the implementing agency to accelerate the construction work as the working season has already started. DIPRO

 

Universal Health Insurance Scheme

DAPORIJO, Oct 17: The Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme meeting was held at District Hospital, Daporijo recently.

Chairing the meeting, the Deputy Commissioner cum Vice Chairman, District Health Society Daporijo expressed his concern over the difficulties and shortcomings faced by the medical staffs for serving their respective duties for the welfare of the public. He suggested some remedial measures to overcome the problems like retention of any transfer cases until and unless the placement of reliever for the same to avoid shortage of manpower problem. He assured to look after the security and power backup problems.  

Dr. Tale Gongo, District Medical Officer briefed about the Arunachal Pradesh Chief Minister Universal Health Insurance Scheme, which covers and insured  all medical expenses in terms of free laboratory test, free drugs and free OT expenses upto 2 lakhs to the  smart card holder for indoor patients only. He informed that 8446 persons have already enrolled under this scheme in Upper Subansiri district.

Dr. Takke Dulom, Med. Suptd., Dr. J. Mara, Medicine Specialist and Dr. Tajum Eru, Dental Surgeon also briefed about the  various grievances and difficulties they are facing everyday during indoor duty. They highlighted the major problems like insufficient power supply in the hospital, lack of technical manpower like staff nurses and doctors for smooth running of the hospital, security arrangement for the doctors and other technical staffs for the control of persons with mental problems and drug addicts who come in the hospital premises specially during night hours and non availability of staff quarters. Legal Metrology dept organizes consumer awareness camp

PASIGHAT, Oct 17:  The East Siang unit of Legal Metrology & Consumer Affairs department today conducted an awareness programme on various consumer related issues like name and address of manufacturer or packer, MRP, net content, expiry date etc at its office chamber which was attended by Adi Bane Kebang Women Wing East Siang Unit.

LM & CA, Asst. Controller K.P Tago and Inspector Lupha Sikhet Taipodia briefed the ABK Women Wing team about the various subjects relating to weight and measures, MRP, net content, expiry dates, name and address of manufacturer or packers etc. as there have been cases of cheating by shopkeepers and vendors.

The ABK WW team found the awareness very educative and would go on doing some good social work on regulating the issues related to LM & CA.

 

IAMD seeks proper implementation of RTE Act

ITANAGAR, Oct 17: The Intellectual Activist Movement of Dumporijo (IAMD) has asked for proper implementation of Right to Education Act (RTE Act 2009) in Dumporijo area.

In its memorandum submitted to the Chief Secretary, IAMD stated that the Section 12 of the Right of Children to Free and Compulsory Education Act 2009 has made it compulsory for every private unaided school to admit at atleast 25 percent of its entry level class from children belonging to weaker and disadvantaged groups, but it has not been implemented in any of the private schools in the Dumporijo constituency.

Its other demands include a fire services centre and SBI branch at Dumporijo and eviction of illegal land encroachment in the area.

 

RTI activist alleges corruption

ITANAGAR, Oct 17: RTI activist Yukar Tara has lodged a complaint to the Chief Secretary cum Chief Vigilance Officer alleging corruption in the purchase of sanitation vehicles by the Deputy Director, UD and Housing Dept, Itanagar and handing over of vehicles to the IMC.

Equipped with the report of the sub-committee constituted by the Itanagar Municipal Council (IMC) on  the issue of handing over of 18 Tata Ace Sanitation vehicles by the UD and Housing department, Capital Complex division to the IMC, the RTI activist said “it is well established that the Deputy Director, CCD (UD&H) made some deliberate attempts and actions to thwart the discrepancies committed by him in procurement and delivery of all 18 sanitation vehicles under JNNURM schemes by hurriedly conducting handing and taking over ceremony on Sept 22 with CMEO, IMC with the help of xerox documents of vehicles.”

The complainant urged the Chief Secretary cum Chief Vigilance officer to direct the competent authority to register case against the ‘corrupt officers’ under appropriate section of the law.

 

One held with Brown Sugar

ITANAGAR, Oct 17: Members of All Arunachal Pradesh Anti Drug Youth Organization (AAPADYO) today apprehended one drug peddler Aiyush Tamang from Mithun Gate here today. Brown Sugar weighing 1.5gm and an amount of Rs 2,800 was found from his possession. The peddler was later handed over to the police.

 

AASSATA submits memo to CM

ITANAGAR, Oct 17: The All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) has called on the state government for immediate creation of 1500 AT and 100 JT posts and timely disbursement of SSA teacher’s salary.

In its memorandum submitted to the Chief Minister, it reasoned that many of them are now above 45 years of age and for complete regularization of 6424 teachers it will take 60 to 70 years if the present way is maintained.

Meanwhile, the association informed that the Chief Minister has assured that the matter pertaining to creation of posts will be discussed with the concern minister and the salary will be disbursed in time.

 

Public apology demanded

ITANAGAR, Oct 17: The All Nyishi Youth Association (ANYA) caretaker president Bamang Taji has demanded public apology from Nyishi Elite Society (NES) President within a week alleging him of degrading the image of Nyishi youth. Reacting to the statement made at Nyikum Nyia Hall, Taji termed it as unfortunate.

Especially objecting the using of word ‘mainstream’ he said, “There is no any prima facie evidence that Nyishi Youths have formed any militant group/rebel group against the community interest by means of force/violence etc. Therefore how can NES President urge us to return to mainstream by 20th October?”

 

BJP unit demands rural bank branch at Upper Balijan

ITANAGAR, Oct 17: A delegation of Bharatiya Janata Party, Upper Balijan unit, Papum Pare called on the Chairman of Arunachal Pradesh Rural Development Bank (APRDB) at the bank’s headquarters at Naharlagun today and apprised him about the difficulties faced by the rural villagers of Upper Balijan due to non-existence of any banking institution in the area.

The BJP unit urged APRDB chairman to establish a bank branch at Upper Balijan so that the villagers can avail various facilities like financial benefits of the bank.

 

‘Stop deforestation’

ITANAGAR, Oct 17: The Longding Forest Range has totally been cleaned up by encroachers and the plantation area has been replaced by tin-roofed and bamboo thatched roofed building structures, informed All Niaunu Students’ Association (ANSA).

Further, the floating population and the encroachers at the Longding Township have started to enter into the adjacent Niaunu village forest and agricultural area.

While expressing serious concern over deforestation and encroachment of forest land, the ANSA, the panchayat leaders and chief of Niaunu villager appealed to help conserve forest and wildlife by refraining themselves from such illegal activity.

ANSA resolved to impose heavy fine upon the violators.

ITANAGAR, Oct 17: The Arunachal unit of All India DRDA Staff  Welfare Association in a meeting yesterday discussed various issues relating to welfare of its members.

The meeting discussed, among other issues, for improvement of service condition of DRDA staff, various grievances and non-payment of regular salary to its staff by the state government.

 

Awareness programme on cooperatives conducted

ITANAGAR, Oct 17: Member Education cum Awareness Programme on Cooperatives has been conducted at Nyapin, Palin and Koloriang in Kurung Kumey district on October 15, 16 and 17.

The programme was aimed at providing cooperative education to the elected chairman, secretaries, members and employees of Cooperative Organizations as well as to awareness generation, mobilization for formation of cooperative societies for undertaking different types of economic activities and cooperative enterprises for socio-economic development.

Find long-term solution

A high level inter ministerial central team led by Shambu Singh, joint secretary, ministry of home affairs is on four days visit to the state. The visit is aimed to assess the damages caused due to natural catastrophe during 2014 in the state and verify the worst affected areas. The team of eight members representing various ministries will be conducting aerial and field survey of flood affected areas of the state. Today they visited Tezu and Pasighat towns and interacted with the officials to get the ground report.

Though late, this visit provides ample opportunity to the Arunachal government to appraise the extent of damages caused by the monsoon fury. Every year during monsoon season flood and landslide causes massive damage throughout the state. Till date state government has not been able to find a lasting solution to tackle this perennial problem. Time has come to work in this regard. Usually it is seen that after the devastation, government spends huge money to reconstruct everything, only to be destroyed in the next summer. Therefore both central and state government needs to find out some mechanism to tackle the monsoon fury. Meanwhile, it is hope that visiting inter ministerial central team will properly survey all the flood affected areas and submit genuine report to the union government, so that people of Arunachal is not deprived.

Disburse what is due to our teachers

Dear Editor,

It is really  depressing to know that GoAP has utterly failed to take care of the teachers in the state. The fact that Ministry of Education, GoAP has deprived her teachers of their pending arrears and DA worth crores is a ghastly public revelation of the corruption present in the Education Ministry.

I personal request various student unions of AP and general public to support their teachers in getting what is rightfully theirs. Our silence on the issue would not only discourage our present army of teachers who are teaching our children in remote villages, but as well de-motivate educated potential youths from taking up teaching as their career. Teachers are the pillars of our society and if their lives are weakened like this, it will not be far when our society will be in shambles.

I also request our chief minister and education minister to take immediate and concrete steps to righteously disburse what is due to our teachers.

Post relievers

Dear Editor,

Through your esteemed daily, I would like to comment few words regarding Teacher Transfer from Upper Siang District.

I came to know that some teachers have been transferred from our district but there is shortage of teacher in our district since long.

At  GMS Singa, there are only  four teachers  at present  where as minimum required teachers 9 teachers in Middle school. At GMS Ngaming, Palling, Zido, there are four teachers each.

At GPS Bishing, Simong and Peyang there is just one teacher each while at GPS Mosing and Likor, there are 2 teachers each.

There are five Higher Secondary Schools in Upper Siang District with only one school that has science stream but there are no subjects teachers available. Rest of the HS schools are running without science stream, due to non posting of subjects’ teachers. Teachers are transferred from this District but there are no replacements for them. Now we do not want opening of useless school unless there are teachers.

Teachers should not be released until and unless relievers   are posted.

Have mercy on us and release our pending salary

Dear Editor,

The Data Collector-Cum-Compiler (DCC) was appointed way back in March ‘2012 on contract basis under the centrally sponsored scheme for the improvement of Statistical System at the district level, especially for maintenance of District Business Register & Local bodies Accounts at the various districts of the State. Since the very inception of the scheme, we have been executing our works with utmost dedication and sincerity, although, a few districts have failed to achieve the milestones set up by the authority concerned, perhaps due to some connectivity or communication problems associated with some of the far flung districts. However, DCCs have toiled hard to provide correct inputs in the form of data to the Directorate of Economic & Statistics, Itanagar (DES) from time to time for the successful completion of the scheme. But lately, our zeal to work harder and enthusiasm has been shattered due to irregularity in disbursement of our fixed monthly salary. We are working now without a penny for the last six months. Sometime, we have to wait nine long months at stretch without payments and there is no hope of getting paid in near future as well after seeing the apathy shown by the higher authority. Now, what do you expect from an employee who haven’t been paid for so long?

When inquired at DES about the reason for delay in payment, its ready answer is that the file is lingering somewhere in the finance department for the reason best known to them. Why it takes so much time at the department level? Are they really working on it?

This is my heartfelt request to the concerned authority to have mercy on us and release our pending salary at the earliest so that the work culture be restored and financial constraint of hundred of DCCs be resolved.

Value education, the need the hour

Dear Editor,

Education system in India was and is still a depressing problem today and the lack of it has been blamed for all sorts of evil for hundreds of years.

Even Rabindra nath Tagore wrote lengthy articles about how Indian education system needs to be changed. Rote learning still plagues our system, students study only to score marks in exams and sometimes to crack exams like IIT, JEE, AIIMS, or UPPSC.

The colonial masters introduced education systems in India to create clerks and civil servants, and we have not deviated much from that pattern till today. If things have changed a little bit somewhere, elsewhere things have sunk into further inertia, corruption and lack of ambition.

The mind numbing competition and rote learning do not only crush the creativity and originality of millions; it also drives brilliant students to commit suicide.

When we talk about the education system in Arunachal Pradesh, it is more or less the reproduction of the central education system; in fact the situation here is deplorable. The failure in our state is due to more intrinsic reasons. There are systematic faults that do not let our demand for good education translate into a market place with excellent education services.

Just by creating a few more schools or allowing private institutes to mushroom is not going to solve the crisis of education in Arunachal Pradesh as the already existing ones are in a crippling situation with no teachers, basic infrastructures and amenities, the free and compulsory education a flagship programme for underdeveloped state like ours has been an utter failure as the benefits are not being enjoyed by the unprivileged sections of our state due to no road links and power connectivity, the primary needs  and a crisis it is –we are in a state where people are spending their parents life savings and borrowed money on education and even then not getting the standard education and struggling to find employment of their choices.

So the million dollar question is why do we grant or gain education to our children’s or to ourselves??? Especially after the dreadful incident that took place on 5th Oct last by two high school boys of a Govt school at ziro. That could be the heights of lunacy and crime uprising in our state. Why would these school going kids even think of sexually assault or murder any person lest they were a mentally challenged patients. Who is responsible for this heinous crimes, for me honestly I wouldn’t blame the kids, either their parents must be held responsible for not parenting well at home or the teachers of the respective school who failed to imbibe moral values inside the classroom. Lets forsake the illiterate parents who with so much difficulty send their children’s at schools to learn to become a good citizen and an educated member in the society, where does the role of the teachers get detached?? Salary shouldn’t be a concern for them as they are being paid regularly irrespective of their non performances too; a major loophole is being disclosed here. Fitting the square peg in the square hole and the round peg in the round hole should be practiced for recruiting instead of practicing nepotism and greasing the palms for professions like teaching, for only teachers can mould and shape the future of a student as children’s spent majority of their time in schools for learning.

The only superlative way to secure and prepare the lives of our  children’s future is by inculcating value based education programme in our education system where teachers role should be higher than god like how it used to be in the ancient period and at the same time the parents must monitor on their children’s psychological behavior and report it to the teacher concerned.

In this way teacher parents relationships will also be built and the children’s too will be in a safer environment to learn and progress in life and create harmony in our civil society and pray that such kind of atrocious crimes are not recurring in the days to come in our peace loving state, the land of rising sun.
