Govt softens its stand on mass transfer of teachers, constitutes committee

ITANAGAR, Oct 17: The state government has softened its stand on the mass teachers transfer issue, as it has constituted two committees headed by the Director Elementary Education and Director School Education respectively to study the individual representation of the teachers. The committees will study and consider the individual cases on the health and other genuine grounds such as teachers nearing retirement and who have already served at hard belt etc.
This was informed by government Spokesperson Bamang Felix while addressing a press conference at CM’s office conference hall today.
The government had to step back from its stand after the barrage of criticisms from all quarters especially from the teachers themselves.
Felix who is also Parliamentary Secretary Education informed that taking into consideration the few genuine problems affecting teachers in the recent mass transfers, the state has taken the decision to constitute two committees to comprehensively study the individual representations received from teachers from elementary as well as secondary education.
However, he maintained that the transfer affected within the district shall be kept in abeyance till further orders. Felix asserted that the Govt. has adopted a zero tolerance policy in the health and education sectors and efforts are on to ensure that quality education is provided to each and every child of Arunachal Pradesh.
“The Govt is fully committed to maintain the rationalization process until an equitable distribution of teachers is made across the state," asserted Felix adding that the Govt will ensure that every school in the state has adequate teachers.

ITANAGAR, Oct 17: Spokesperson stated that the prime duty of the state govt is to secure and safeguard the life and property of its citizen.
"Securing life and property of citizens is the prime duty of any government," said Bamang Felix, adding that adopting the policy of zero tolerance, the Govt has been able to minimize Bandh culture to a great extent in the state. He was addressing a press conference today
He said that overall law and order situation of the state is under control as various crimes have been effectively cracked down. "24x7 PCR vans are being sanctioned for all district headquarters and night patrolling have been intensified particularly in the Capital Complex," he informed and appealed all sections of the society to give helping hand to the police to control crime and maintain law and order as government alone cannot do so until it is supported by its citizens.
Capital to get cement concrete roads
ITANAGAR, Oct 17: Govt is planning to construct Cement Concrete Roads with estimated budget amounting to Rs 31.5 crore in the Capital Complex, said Govt spokesperson Bamang Felix in a statement today.
Rs 22.5 crore has already been sanctioned as first phase and while Rs 9 crore will be sanctioned later.
"Since cement concrete roads for the state capital is a new project, we had undertaken training programme for the Engineers for ensuring cent percent success of the project. The training programme concluded just yesterday and the works on the CC road shall commence after Diwali," he added.

Meanwhile, a team of Arunachal Karate Do Association (AKA), led by its president Likha Tara yesterday met the director of sports and youth affairs at Chimpu near here and demanded him to pursue with the authorities concerned for inclusion of Karate in the ensuing NE Games.
Regional Director of Sports Authority of India, Guwahati, Subhash Bosumatary, who was also present on the occasion, has assured the AKA team to pursue with the Union Ministry of Youth and Sports Affairs to include Karate discipline in the ensuing NE Games, informed AKA general secretary L Marik. Fund crisis delaying restoration of Rina Hydel

PASIGHAT, Oct 17: Rina Hydel Project (MHP) at Rina village in East Siang with a capacity to generate 2 MW power has been lying defunct for the last four months causing a great deal of dissatisfaction to the power consumers of the district.
Power generation in Rina MHP is on halt after it was completely shut down on July 3 this year due to damage of the storage battery set and subsequent damage caused to the Spillway channel. The Spillway channel which drains out intake water from Forebay Tank (reservoir) was damaged on August 14 this year due to excessive flow of rainwater.
The engineers concerned said that RCC structure of the Spillway channel needs renovation. They express the fear that more damage may occur to the Spillway channel and other portions if the project is operated without repairing the damaged parts. The engineers also feel the necessity of permanent protection measures to save the existing Forebay tank from erosion.

My ready answer to these people is, “I am the eyes, ears and the mouth of the government. My primary duty is to disseminate important and useful information regarding the policies and programmes of the government.” I also tell them straight without mincing my words that I am a positive and optimistic person doing my little bit to contribute in whatever small way I can towards the healthy growth of our young state Arunachal Pradesh. I never hesitate to convey to the elected leaders if there were lacunae in the planning process instead of criticizing endlessly. I tell them that ‘the biggest room in this world is the room for improvement’ and ‘the easiest job in this world is to criticize.’ When Napoleon Bonaparte, the greatest Emperor in the history of France, became the Emperor eventually from an ordinary soldier he said, “When I came I saw the crown of France lying on the ground. I picked it up with the tip of my sword.” When Nabam Tuki took the reins of power as the chief minister of our state, there was a total chaos and morass of confusion. In another word Tuki took over the charge of the chief ministership at a very critical and difficult time. We have to accept this fact whether we like it or not. Now, he is trying very hard to undo the wrongs done before that may take sometimes. We must also appreciate the fact that most of his government’s problems are inherited ones. Why Northeast is infamous in the eyes of the mainland Indians because media projects only the negative aspects of the region. So, it is imperative that we should project the positive side of our state which is slated to become a tourist hot spot in the near future.

One arrested for thefts in Tawang, stolen goods recovered.
TAWANG, Oct 17: The hoteliers, shop keepers and the general public of Tawang breathed a sigh of relief as the Tawang police nabbed the absconding thief responsible for the spate of thefts and burglary in the district.
Sonam Tsering, 21, of Nehru market under Tawang police station was wanted under Tawang police station case no 17/2014 under section 457/380 IPC for theft and burglary.
The thief was apprehended by a team of Tawang police led by SI Lham Dondu, at around 7:00 pm from zero point Tinali at Lemberdung on October 13.
The cops recovered 2 gold rings, 9 mobile phones, 1 digital camera, 1 binocular, large numbers of SIM cards, a screw driver, a wire cutter and Rs 22,800 cash from the thief.
Kesang Norbu, OC, SB Cum CI (P) informed the Tawang Vigilance team that the detained was responsible for the series of thefts at Tawang tourist lodge, Hotel Samdrupling, Hotel Tawang Lodge and Hotel Mount View. Proposals for Block Level Sports Complex
ZIRO, Oct 17: A meeting was convened in the office chamber of the Deputy Commissioner, Ziro, Lower Subansiri District yesterday to discuss the proposals for the Block Level Sports Complex under Rajiv Gandhi Khel Abhiyan (RGKA).
Chairing the meeting DC Krishna Mohan Uppu opined that the creation of sports infrastructure will produce an avenue for channelizing the positive energy of the youths of the district. He expressed hope that the selected proposal will finally cater to the targets set by the government.
District Planning Officer Dr. Joram Anu dealt in detail about the government’s RGKA initiatives and informed that the Government of India (GoI) has approved the construction of three Block Level Sports Complexes, in addition to providing training to sport coaches and procurement of sport equipments in Lower Subansiri district. He also urged upon all members to select the best possible sites from the available proposals after following all guidelines mentioned in the Gazette notification issued by GoI. Members were also informed that the area to be identified for Sports complex must be school based in order to ensure proper maintenance and utilization of the sports facilities and in case of hilly states which includes Arunachal Pradesh, the sports facilities could be constructed at two different places subject to the availability of land as decided by the District Level Executive Committee (DLEC). Duplicity of the schemes under RGKA should be avoided, he added.

for the faculty members, research scholars and students pursuing advance post-
Dr. Ona Apang, Scientist (Orchidologist), spoke at length on various methods to identify orchids and educated the participants about the basic characteristics of various orchids, like epiphytic, terrestrial/ground, lithophytic and saprophytic. Further, Dr. Apang explained in details about vegetative, seeds and tissue culture to conserve and propagate rare, threatened and endemic species.
Another resource person Dr. Yani Nyodu, RFO, explained about the methods to grow orchid by compost, potting, housing, watering and manuring of epiphytic terrestrial and lithophytic orchid cultivation on earthen or plastic pots. She also dealt with the commercialization of artificially propagated orchids by involving local tribal people which is a kind of technology transfer to the people.
A demonstration on tissue culture propagation and potting of orchids, both epiphytic and terrestrial was also conducted.
The participants were also taken to Eaglenest Wildlife Santuary and Sessa Orchid Sanctuary on field visit.
CoSAAP, ATA hold meet on teachers’ transfer and posting
ITANAGAR, Oct 17: The Central Executive Committees (CECs) of Arunachal Teachers’ Association (ATA) and Confederation of Service Association of Arunachal Pradesh (CoSAAP) held a meeting at Naharlagun to discuss about the mass transfer and posting of teachers after the government has made positive response to the demands of aggrieved teachers.
Both ATA and CoSAAP appreciated the State Governments’ initiative and appealed to the education department and the boards constituted to review grievances of the transferred teachers to expedite the process of examination in the larger interest of the teaching community. It also appealed the Govt. to consider the payment of TTA of those teachers who are complying with the order as per entitlement.
At the same time the members expressed their resentments that the unilateral decision of ATA East Siang unit to go for pen down strike from October 14 to 16 without any prior constant and discussion with the Central Executive members.
However, the meeting welcomed the decision of the ATA unit East Siang district taken on October 16 to call off their ongoing pen down strike w.e.f October 17 for two weeks.
ATA and CoSAAP appealed to the East Siang ATA unit not to resort to further democratic movement till the findings of the board is brought to the notice of all concerned.
“Such type of cooperation would not only facilitate the board to expedite their process of examination and but also benefit the student community,” the meeting observed.
Capital admin seizes gambling equipments
ITANAGAR, Oct 17: Capital Complex administration seized a huge number of gambling equipments from various locations in Itanagar and Naharlagun today under the Arunachal Pradesh Gambling (Prohibition) Act, 2012.
Further, a joint meeting of Magistrates and Police was held in the office chamber of the Deputy Commissioner of Capital Complex to review the law and order situation as a routine exercise. In the meeting, it was also decided to implement the Arunachal Pradesh Gambling (Prohibition) Act, 2012 in letter and spirit and take necessary action against anyone found indulging in gambling activity, according to an official release.

DAPORIJO, Oct 17: Daporijo Police claimed to have busted a gang of Mithun thieves when they arrested two members of the gang from Daily Market here.
Daporijo Police swung into action after they received a complaint from a person about a Mithun theft and arrested two members of the gang. Other members of the gang allegedly involved in stealing Mithun from nearby villages, like Patom, Jeram and Gusar have also been identified, said SI Token Dubi, adding that all the members of the gang will be nabbed very soon.
A case under section 379 of IPC has been registered against the culprits for stealing and butchering and selling Mithun in the daily market illegally.
Mithun theft is not a new case in the area as many such cases were reported earlier too. It is also one of the major causes of declining Mithun population in Upper Subansiri which needs immediate attention of the government.
AMUEU seeks functioning of police station at Sakiang
ITANAGAR, Oct 17: The All Mengio Unemployment Engineers Union has sought functioning of the police station at Sakiang.
In its memorandum submitted to the Home Minister, it claimed that the police station at Mengio is still to function though it has been established.
Sakiang the EAC Headquarter and Silsango, the Circle Headquarter has been lacking behind in terms of law and order problems. During the past, it has been found that many dispute cases had been reported in Sakiang town during opening of tender and other departmental works. Beside this, the dubious elements of the society are also found in Mengio from where they operate, it said.

Universal Health Insurance Scheme
DAPORIJO, Oct 17: The Arunachal Pradesh Chief Minister’s Universal Health Insurance Scheme meeting was held at District Hospital, Daporijo recently.
Chairing the meeting, the Deputy Commissioner cum Vice Chairman, District Health Society Daporijo expressed his concern over the difficulties and shortcomings faced by the medical staffs for serving their respective duties for the welfare of the public. He suggested some remedial measures to overcome the problems like retention of any transfer cases until and unless the placement of reliever for the same to avoid shortage of manpower problem. He assured to look after the security and power backup problems.
Dr. Tale Gongo, District Medical Officer briefed about the Arunachal Pradesh Chief Minister Universal Health Insurance Scheme, which covers and insured all medical expenses in terms of free laboratory test, free drugs and free OT expenses upto 2 lakhs to the smart card holder for indoor patients only. He informed that 8446 persons have already enrolled under this scheme in Upper Subansiri district.

PASIGHAT, Oct 17: The East Siang unit of Legal Metrology & Consumer Affairs department today conducted an awareness programme on various consumer related issues like name and address of manufacturer or packer, MRP, net content, expiry date etc at its office chamber which was attended by Adi Bane Kebang Women Wing East Siang Unit.
LM & CA, Asst. Controller K.P Tago and Inspector Lupha Sikhet Taipodia briefed the ABK Women Wing team about the various subjects relating to weight and measures, MRP, net content, expiry dates, name and address of manufacturer or packers etc. as there have been cases of cheating by shopkeepers and vendors.
The ABK WW team found the awareness very educative and would go on doing some good social work on regulating the issues related to LM & CA.
IAMD seeks proper implementation of RTE Act
ITANAGAR, Oct 17: The Intellectual Activist Movement of Dumporijo (IAMD) has asked for proper implementation of Right to Education Act (RTE Act 2009) in Dumporijo area.
In its memorandum submitted to the Chief Secretary, IAMD stated that the Section 12 of the Right of Children to Free and Compulsory Education Act 2009 has made it compulsory for every private unaided school to admit at atleast 25 percent of its entry level class from children belonging to weaker and disadvantaged groups, but it has not been implemented in any of the private schools in the Dumporijo constituency.
Its other demands include a fire services centre and SBI branch at Dumporijo and eviction of illegal land encroachment in the area.

ITANAGAR, Oct 17: Members of All Arunachal Pradesh Anti Drug Youth Organization (AAPADYO) today apprehended one drug peddler Aiyush Tamang from Mithun Gate here today. Brown Sugar weighing 1.5gm and an amount of Rs 2,800 was found from his possession. The peddler was later handed over to the police.
AASSATA submits memo to CM
ITANAGAR, Oct 17: The All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) has called on the state government for immediate creation of 1500 AT and 100 JT posts and timely disbursement of SSA teacher’s salary.
In its memorandum submitted to the Chief Minister, it reasoned that many of them are now above 45 years of age and for complete regularization of 6424 teachers it will take 60 to 70 years if the present way is maintained.
Meanwhile, the association informed that the Chief Minister has assured that the matter pertaining to creation of posts will be discussed with the concern minister and the salary will be disbursed in time.
Public apology demanded
ITANAGAR, Oct 17: The All Nyishi Youth Association (ANYA) caretaker president Bamang Taji has demanded public apology from Nyishi Elite Society (NES) President within a week alleging him of degrading the image of Nyishi youth. Reacting to the statement made at Nyikum Nyia Hall, Taji termed it as unfortunate.
Especially objecting the using of word ‘mainstream’ he said, “There is no any prima facie evidence that Nyishi Youths have formed any militant group/rebel group against the community interest by means of force/violence etc. Therefore how can NES President urge us to return to mainstream by 20th October?”

A high level inter ministerial central team led by Shambu Singh, joint secretary, ministry of home affairs is on four days visit to the state. The visit is aimed to assess the damages caused due to natural catastrophe during 2014 in the state and verify the worst affected areas. The team of eight members representing various ministries will be conducting aerial and field survey of flood affected areas of the state. Today they visited Tezu and Pasighat towns and interacted with the officials to get the ground report.
Though late, this visit provides ample opportunity to the Arunachal government to appraise the extent of damages caused by the monsoon fury. Every year during monsoon season flood and landslide causes massive damage throughout the state. Till date state government has not been able to find a lasting solution to tackle this perennial problem. Time has come to work in this regard. Usually it is seen that after the devastation, government spends huge money to reconstruct everything, only to be destroyed in the next summer. Therefore both central and state government needs to find out some mechanism to tackle the monsoon fury. Meanwhile, it is hope that visiting inter ministerial central team will properly survey all the flood affected areas and submit genuine report to the union government, so that people of Arunachal is not deprived.

Disburse what is due to our teachers

It is really depressing to know that GoAP has utterly failed to take care of the teachers in the state. The fact that Ministry of Education, GoAP has deprived her teachers of their pending arrears and DA worth crores is a ghastly public revelation of the corruption present in the Education Ministry.

Dear Editor,
Through your esteemed daily, I would like to comment few words regarding Teacher Transfer from Upper Siang District.
I came to know that some teachers have been transferred from our district but there is shortage of teacher in our district since long.
At GMS Singa, there are only four teachers at present where as minimum required teachers 9 teachers in Middle school. At GMS Ngaming, Palling, Zido, there are four teachers each.
At GPS Bishing, Simong and Peyang there is just one teacher each while at GPS Mosing and Likor, there are 2 teachers each.
There are five Higher Secondary Schools in Upper Siang District with only one school that has science stream but there are no subjects teachers available. Rest of the HS schools are running without science stream, due to non posting of subjects’ teachers. Teachers are transferred from this District but there are no replacements for them. Now we do not want opening of useless school unless there are teachers.
Teachers should not be released until and unless relievers are posted.

Have mercy on us and release our pending salary

The Data Collector-
When inquired at DES about the reason for delay in payment, its ready answer is that the file is lingering somewhere in the finance department for the reason best known to them. Why it takes so much time at the department level? Are they really working on it?
This is my heartfelt request to the concerned authority to have mercy on us and release our pending salary at the earliest so that the work culture be restored and financial constraint of hundred of DCCs be resolved.

Value education, the need the hour
Dear Editor,
Education system in India was and is still a depressing problem today and the lack of it has been blamed for all sorts of evil for hundreds of years.
Even Rabindra nath Tagore wrote lengthy articles about how Indian education system needs to be changed. Rote learning still plagues our system, students study only to score marks in exams and sometimes to crack exams like IIT, JEE, AIIMS, or UPPSC.
The colonial masters introduced education systems in India to create clerks and civil servants, and we have not deviated much from that pattern till today. If things have changed a little bit somewhere, elsewhere things have sunk into further inertia, corruption and lack of ambition.
The mind numbing competition and rote learning do not only crush the creativity and originality of millions; it also drives brilliant students to commit suicide.
When we talk about the education system in Arunachal Pradesh, it is more or less the reproduction of the central education system; in fact the situation here is deplorable. The failure in our state is due to more intrinsic reasons. There are systematic faults that do not let our demand for good education translate into a market place with excellent education services.
Just by creating a few more schools or allowing private institutes to mushroom is not going to solve the crisis of education in Arunachal Pradesh as the already existing ones are in a crippling situation with no teachers, basic infrastructures and amenities, the free and compulsory education a flagship programme for underdeveloped state like ours has been an utter failure as the benefits are not being enjoyed by the unprivileged sections of our state due to no road links and power connectivity, the primary needs and a crisis it is –we are in a state where people are spending their parents life savings and borrowed money on education and even then not getting the standard education and struggling to find employment of their choices.
So the million dollar question is why do we grant or gain education to our children’s or to ourselves??? Especially after the dreadful incident that took place on 5th Oct last by two high school boys of a Govt school at ziro. That could be the heights of lunacy and crime uprising in our state. Why would these school going kids even think of sexually assault or murder any person lest they were a mentally challenged patients. Who is responsible for this heinous crimes, for me honestly I wouldn’t blame the kids, either their parents must be held responsible for not parenting well at home or the teachers of the respective school who failed to imbibe moral values inside the classroom. Lets forsake the illiterate parents who with so much difficulty send their children’s at schools to learn to become a good citizen and an educated member in the society, where does the role of the teachers get detached?? Salary shouldn’t be a concern for them as they are being paid regularly irrespective of their non performances too; a major loophole is being disclosed here. Fitting the square peg in the square hole and the round peg in the round hole should be practiced for recruiting instead of practicing nepotism and greasing the palms for professions like teaching, for only teachers can mould and shape the future of a student as children’s spent majority of their time in schools for learning.
The only superlative way to secure and prepare the lives of our children’s future is by inculcating value based education programme in our education system where teachers role should be higher than god like how it used to be in the ancient period and at the same time the parents must monitor on their children’s psychological behavior and report it to the teacher concerned.
In this way teacher parents relationships will also be built and the children’s too will be in a safer environment to learn and progress in life and create harmony in our civil society and pray that such kind of atrocious crimes are not recurring in the days to come in our peace loving state, the land of rising sun.
